Comment: Formerly Christian Western Europe has been infiltrated by millions who do not share traditional Western values. This is the cause of the problem...but it would be politically incorrect to say that. Actions spring from values and therefore values are important, but it is no longer fashionable to talk about how different cultures have different sets of values.
