The Toronto Star reports: "As special envoy of the Quartet – the United States, United Nations, European Union and Russia – his job in the Middle East is not to negotiate (despite his known skills, demonstrated in taming the IRA). Rather, it is to prepare the ground for peace – upgrading the capability of the Palestinian Authority on security for Israel, convincing Israel to ease its iron grip on the Palestinians, and improving their economic and social conditions."
