From what I've read, final administrative control rests with Jordan. Of course, given recent Palestinian behavior, their ability to act out and act up may give them a de facto veto. Isn't it odd that the site is the absolute holiest site to Israel but only the third holiest site to followers of Islam, and yet they act as if it's the most important thing to them. Some perspective is needed. I know, we are talking about the reality distortion field that covers all of the holy land, so no, perspective is the one thing they will never have.
