AP reports: "Settlers have put up more than 100 outposts since the 1990s in an effort to expand the Jewish presence in the West Bank. Under the U.S.-backed road map peace plan, which is serving as the basis for the latest talks, Israel has promised to take down 26. The road map also requires Israel to halt all settlement construction and obliges Palestinians to end violence and crack down on armed groups."
