Turkey, U.S. agree on long-term plan to capture, govern Raqqa, Syria - UPI.com
UPI reports: "Turkish and U.S. military leaders agreed on a long-term plan to seize and hold the Islamic State stronghold of Raqqa, Syria, the U.S. Defense Department announced. The statement Sunday quoted U.S. Joint Chiefs of Staff Chairman Gen. Joe Dunford, who after meeting in Ankara with his Turkish counterpart, Gen. Hulusi Akar, said, 'The [U.S.-led] coalition and Turkey will work together on the long-term plan for seizing, holding and governing Raqqa.' "

Comment: The battle for Mosul is ongoing and plans are now underway to conquer the Islamic State capital of Raqqa.  It appears that the war against IS has entered a decisive phase.
